THERESA R. MCGRUDER retired with 30 years of service from the Fulton County Board of Assessors. Over the years, she worked in multiple positions and ended her career as an accomplished appraisal manager. She is an expert in the valuation of high-end residential properties. As an appraiser in the commercial division, she handled multi-family, retail and office buildings.

Theresa’s experience as a commercial and residential appraiser demonstrates her understanding of the property valuation and the tax appeals process.  She has presented numerous tax appeals before the Boards of Equalization (BOE) and Superior Court. Her 30 years of experience, has earned her a reputation as a “highly sought after negotiator and expert witness.” She has completed over 20 appraisal courses and has a certification level IV, the highest level one can attain from the Georgia Department of Revenue.

ROSALIND R. RAY, a former employee of the Fulton County Board of Assessors Office, for more than 15 years. She was the Chief Appraiser, in addition to other management and appraisal positions. An expert in property valuation and tax policy means that she knows the rights of property owners in Georgia. Rosalind is known for her expertise in statistical and sales ratio analyses due to her many years in the Assessors’ Standards/Quality Control Division.

She graduated from Georgia State University with a BA in Economics; a Master’s Degree in Urban Planning and Economic Development; and an Associate Degree in Real Estate Administration from the University of British Columbia. She has completed numerous appraisal courses and has a certification level IV from the Georgia Department of Revenue.
